      Standards Management: Standards Management coordinates quality improvement and regulatory oversight efforts for the entire campus.  This unit also facilitates and monitors the objectives outlined in the Center's Strategic Plan.  The departments that fall under this organizational unit include Quality Improvement, Public Safety Department, Staff Development and Client Information Services.


      Quality Improvement Department: The Quality Improvement Department provides technical assistance to ensure that each individual who resides at the Center receives sufficient services to address his or her priority needs and personal interests as measured by the standards/philosophies of Person-Centered Planning, ICF/MR Certification, DHHS, DMH/DD/SAS and Human Rights Statutes for Clients in State Facilities in North Carolina.  Meeting these standards ensures that persons with mental retardation achieve objectives specified in their individual habilitation plans; ensures a safe and non-intrusive living and working environment; and recognizes each person for his/her autonomy, dignity, and right to a meaningful and fulfilling life.  The Quality Improvement Department has 3 monitoring mechanisms that are used on an ongoing basis to determine the appropriateness of services for our consumers.  These tools serve to ensure compliance with state and federal regulatory requirements, and quality of care practices.  They also represent progressive trends in the field of DD services, such as person-centered planning and outcome-based measures.  Implementation of these tools occur from a monthly to quarterly basis.  These mechanisms are the Observation Tool, Outcome Steering Committee and Utilization Review Process.


      Public Safety Department:  The Public Safety Department provides round-the-clock security and traffic safety for individuals residing at Caswell Center, staff, and any visitors to the campus. The department is responsible for safeguarding lives and property through the provision of monitoring and policing activities to ensure a safe and secure environment.  Our public safety staff shall enforce Caswell Center traffic rules, North Carolina General Statues and any directives handed down by those in authority.


      Staff Development Department: The Staff Development Department provides training to facility staff and volunteers as outlined and directed by ICF/MR regulations as well as DHHS, DMH/DD/SAS and the Center's internal guidelines and standards.  Staff Development also develops and/or coordinates specialized training to meet the identified needs of various work areas within the facility as well as community programs.  The development of facility staff is best accomplished through comprehensive training and ongoing management and supervisory leadership.  The Staff Development Department recognizes that a better-trained employee is capable of rendering more effective and efficient services to persons served by Caswell Center.


      Client Information Services:  The Client Information Services Department is responsible for the maintenance of all program, medical and unit records.  These records are maintained for active as well as discharged and deceased clients.  All records must be in compliance with ICF/MR standards, and Divisional/State requirements.  This department is responsible for maintaining official statistics regarding admissions, discharges, deaths, and functioning skill levels.  All habilitation plans and revisions are typed through Client Information Services.  Census information is entered and maintained on the Healthcare Enterprise and Accounts Receivable Tracking System (HEARTS).  All medical diagnoses are assigned an ICD-9 code by Client Information Services.  New and/or revised forms used by Caswell Center staff are monitored to prevent duplication and to ensure compliance with appropriate standards; form numbers are assigned according to established policies. The Department also oversees the Center's compliance activities pertaining to the Federal Health Insurance Portability and Accountability Act(HIPAA).
